NARRATIVE: DOUGLAS COUNTY, CO – On August 31, 2018, at approximately 4:41 p.m., two deputies initiated a traffic stop after a vehicle made an unsafe turn right in front of them on Highway 85 just North of Delva Way.
The vehicle was occupied by four people, two adult females and two adult males. Upon identifying the driver, it was learned that she was the restrained party listed in a protection order protecting a male who matched the description of the right rear passenger. The two females and one male, who was the front seat passenger, were cooperative with deputies, however, the male in the right rear passenger seat was uncooperative in providing his legal name.
Although the right rear passenger refused to provide deputies with his legal name, he was later identified by the Douglas County Coroner’s Office as 61-year-old Paul Askins (DOB 09/06/1957) with a listed address out of Colorado Springs, Colorado.
After several attempts to identify Askins deputies asked him to step out of the vehicle. Askins emerged from the vehicle with a pistol pointed at deputies. As he continued to advance out of the vehicle deputies shot Askins multiple times, fatally wounding him.
At the time of the shooting, Askins had 2 active warrants out of El Paso County, Colorado, one for 2nd degree burglary of a building and the other for Failure to Appear.
The names of the deputies involved will not be released at this time.
At the press conference this afternoon, body-worn camera footage and in-car dash camera footage was released to media. This is still an open and active investigation and some details of the investigation may not be released at this time.
