NARRATIVE: DOUGLAS COUNTY, CO – Last week, Lieutenant Troy McCarty was promoted to Captain and will be assigned specifically to serve the Highlands Ranch community. He will be stationed at the Highlands Ranch Substation providing the approximately 100,000 citizens in Highlands Ranch direct access to leadership which hasn’t previously been available.
McCarty graduated from Metropolitan State College with a bachelor’s Degree in criminal justice, with a minor in management, before beginning his career in law enforcement with the Douglas County Sheriff’s Office in 1983. He began his career as most deputies do, he was a detentions deputy for the first four years of his career. After transferring to patrol, McCarty became the Office’s first Domestic Violence Investigator in 1989. McCarty Promoted to Sergeant in 2000. He served as a Sergeant for a total of six years, those years being split between patrol and internal affairs. In 2006, McCarty was promoted to Lieutenant. As a Lieutenant, he’s served the patrol division for a total of 16 years, investigations working in both special investigations and major crimes sections. He was the S.W.A.T. Commander for the last 6 years of his 20-year S.W.A.T. career.
As Captain, McCarty will not only be the direct liaison to Highlands Ranch, but will oversee the property crimes detectives, school resource officers, IMPACT unit, SET team, and our Strategic and Tactical Analysis of Crime and Crashes (STACC) program which are all assigned out of the Highlands Ranch Substation.
When asked what he’s most looking forward to in his new position, McCarty replied, “I’m looking forward to working with the community leaders of Highlands Ranch and continuing the strong relationships we have with the citizens in this community.”
A former Captain has also been promoted to Chief Deputy. Chief McMahan has been the Captain in Professional Standards for the past four years. He was promoted and remains in the same division. Sheriff Spurlock recognized the need for a Chief over the division that oversees the entire office’s accreditation, training, hiring and internal affairs issues. This division needed the authority to seamlessly interact with the Law Enforcement Bureau and Administrative Services Bureau Chief Deputies. All three bureaus will now report directly to the Undersheriff, providing consistency in chain of command.
McMahan graduated from Colorado State University with a bachelor’s Degree in Animal Science in 1985 and began his employment with the Douglas County Sheriff’s Office in 1990. Over the last 28 years, he’s accelerated in rank working in all divisions of the office. McMahan has been the Commander of S.W.A.T., the Bomb team, S.D.U., and K-9 teams. He also obtained the CALEA accreditation for our Regional Communications Center in 2014.
